Maybe they're hoping he'll confess to take a reduced punishment or they're punishing him by screwing up his transfer to City just to spite him, then drop the charges after the transfer window closes. Surely if that happens West Ham and Paqueta could sue the FA. If he's, charged and proved guilty it's fraud and could go to a criminal court and could do jail time. If its just opinion he's better off sticking to not guilty Because the CPS probably wouldn't accept the case because opinion is not evidence, a jury couldn't find him guilty if there's no tangible evidence .
Surely If it is a criminal offence & he pleads not guilty, only the police can charge him and only a jury decide if guilty or not, and only a judge can decide the punishment. If I robbed a shop the shop owner can accuse me but not find me guilty and decide my punishment.. If he admitted to the FA he WAS guilty, then I guess the police wouldn't be involved and then the FA could decide his punishment.
