The Edgar scene wasn’t staged. One thing the anime excludes was how it’s said that Winged Knight members getting harassed and targeted. In this scene Leon finally figures out it was Edgar who then confirms it. Noel showing up conveniently is probably because he knew about it from the stacks of info he got from Loki
