he is not blind but i have noticed how his eyes are nearly white in his uniform outfit (a mistake done by the programmers) but theyre blue in this tactical outfit, he is not blind tho, he can see just fine

@Gaming Invasion In Tekken 6, you can low parry by tapping df during a low attack. The same probably goes for Tekken 5: Dark Resurrection too.
