You can't find this practice if the Native indigenous Hutu is the head of government and another reason is that Hutu means in Kinyarwanda Slaves or domestic workers for the nomadic Tutsis minority.
The same applies to Bairu in Ankore means Labourers for nomadic Bahima which is to demean and degrade that tribe

Mr NRM man the reason why now Rwanda government no longer issues national identities with tribes is because the Tutsis who are Historical Settlers in Rwanda are the one ruling and they want not be discriminated by the Native Bahutu,Batwa and Bakiga 28:49

Ambassador Mulongo NRA/NRM War in Buganda wasn't a popular uprising because it's only the Baganda, few Banyankore and few Banyarwanda only in just Luwero triangle not the all Buganda. They were no uprising in the Northern, Eastern, Western, sub region of Kigezi and many parts of Buganda and West Nile. That's why you couldn't see high ranking NRA army officers in the Northern, Eastern, Busoga, and many Bairu Banyankore and Bakiga and Bafumbira
