Fantastic explanation. Only minor issue I cathed is open storage connected to cargo station. Powered storage with crane has higher loading speed than truck loading station. With same space used and a bit more cost you can have two small storages with goods separation giving roughly the same number of faster parking spots and greater storage space.
ahem, i have been playing for 2 years and i can tell you workers will not stay on the station, after a certain period of time of waiting they will obviously go away, its not like you explained where they will stay forever and just fill up with more and more workers also, consider building a small town around your construction instead, foreign workers cost money, and you can use local civilians from your main city as construction workers, it takes care of their job needs and there is no need to pay for foreign workers
