I have a theory considering that one considered himself as a kaiju perhap the kaiju dragonfly thing that flew into Kafka was a parasite that was supposed to use him as a disguise but something went wrong and Kafka is still in control.
On the topic of suit percentages: it appears to be the suits potential not the persons. So someone at 44% of the suits potential is just drawing 44% of the suits absolute strength, not their own realitive strength. That being said there are more details later introduced to help show some people with medium potentials are still able to do specific things other with high potential can't. That's later though.
