I don't know much about Korean Universities, but I know how to answer your questions. You would apply to undergraduate. Undergraduate is where you get your basic degree, or your bachelors. Thats the first degree a person would get. If you would like to pursue further education, and get a masters you would then be a graduate student. So always undergrad first then grad.
