Well, I agree that it isn't our countries largest concern. However, people are also taught how to drive, people aren't taught how to react in an active shooter scenario. You're comparing apples to carrots
$200,000 on a project that should have cost about $35,000. The whole video was shot in one day and is less than 6 minutes long. The subject just isn't worth such an outrageous investment. The same money spent on increasing awareness of something like traffic crime, alcohol abuse or similar issues could actually save lives daily. The 'active shooter' scenario will never happen to you or me.
BouncyDave if you take the weapon make sure you call the police and give them your description, so that they do not shoot you when they see you. Make sure you do not make any sudden moves, and to follow their instructions to the letter. Even if they were to handcuff you as a precaution follow their orders and talk to them after the situations resolved. Again when they see you, do not make any sudden moves, and make sure they know before hand so that they know your not an enemy.
If he isn’t armed anymore, you can’t turn any weapons against him. Only if he keeps fighting like he wants to get his gun back, or try to kill you with other objects. But: if there are more attackers around, you can take his weapon to you to protect yourself and other innocents.

Yelling out your not the bad guy is useless, so don't do that, make sure you get in contact with the police so they know when they get there.
