Yes, sort of. There are more white people in the nicer and safer parts of Capetown. But black people are the majority in terms of numbers. Unfortunately, they tend to be concentrated in the much poorer, sub-standard townships in the outskirts of the city. I guess it's the legacy of apartheid.
Don't play brother, there is a huge number of black people in Cape Town but mostly you will find them in the townships, like Khayelitsha or Nyanga etc which you guys see as poor or dangerous zones but for us we are veeeery much comfortable there, we have life there, but still there is a significant number of blacks also in surburbs or flats around the city they are not limited to the townships, but the townships are a vibe! @ least for us.
