Can you use Disney gift cards for genie plus OR for lightning lane purchases? Does this make sense?

Yes you can. Since you can purchase them through the app the payment section gives you options of credit card, gift card, or other payment options like Apple Pay. Just make sure you have the gift card ready so you can enter in the correct info once you get to the payment screen.

I thought you had to buy genie plus everyday for the multiple day packages? Or is that park hopper?

You can choose to buy it separately as an add on for however many days you like. So that is one way to save a little money if you don't think you'll need it every day of your trip.
