Because his forwards weren't in position so he wanted a stoppage to his team could push up the field. I do agree though, he didn't put it out of bounds deliberately.
To be fair he did kick it towards the boundary rather than centering it. His intent was to kick it to space and that space was towards the boundary. Not too much of a controversial decision and the decision does have merit.
