I think the idea that Dio's potential stand got overwritten by the "scary monsters" infection which he then controlled thanks to the corpse part was and is one of the coolest ideas that Araki ever had.
Diego with THE WORLD would really beat Valentine hard, but he would had no reason to in other universes since corpse parts are not a thing and are replaced by diamonds, so The World Diego would never harm Valentine i guess
Imagine being so cool that you get a rare David Bowie reference *namesake* (and after one of his best) in your Stand AND named after Franz Ferdinand yourself, having a gender norm breaking design even by JoJo standards, and to top it off a Stand ability fulfilling a classic interest every child had even for a blip, being dinosaurs. Only for you still get your Stand association stolen by the series staple villain.
You have to wonder If Araki was listening to this song while drawing this segment like he did for Highway Star and Court of the King Crimson. The high energy chase vibe that the song has fits too well.
I kind of like that this version of Diego isn’t really the Bad Guy but more an Antagonist, while the one we see at the end from the different dimension is the classic Di(eg)o Bad Guy
Also he isn't pure evil, just a bitter resentful man who just didn't have a great life growing up and harbors a lot of resentments but deep down he's actually a decent dude.
