A new base would be cool, but since you poured so many hours into your original one, set up a link portal to connect the two. You could treat the second base as a sorta vacation home. A little random, but maybe do an underground zoo?
I think the portal to your old base and the new one is a great idea, considering you want to do a castle and the fact that you really like the cliffs and mountains, why not build it on one, I think a cliff-side Castle is a really cool idea
Also, if you use MCA selector, you can reload chunks that were in 1.17, and make them have 1.18 content i.e. when you did the "Adventuring Time" achievement, you loaded in frick tons of chunks. All those chunks can be reloaded to have 1.18 features
Honestly mate, go for it. The normal forest but with valleys is literally the perfect location for big castle city stuff. Plus it leaves lots of room for detail and liveliness. I'd take moon and sun with u though. Can't forget the OGs
Like you said there is no blocks that you cannot get from the new cave generation that will be under where bedrock used to be. But the terrain options for building are just hard to resist in the new areas. Im starting a new world myself.
If u wanna find a lush cave maybe u can just fly around with the elytra until u find a azaela tree and then dig straight down~~ not the best idea bc ur prob gonna fall anyways lol
I mean dont just make a new base,make a new mining village maybe near a lush cave or mountain,fill it stone cutter villagers instead of pumpking, make an underground outpost and all that stuff,would be a fun new base that wont take anything from the old base.

Minecraft made it so diamonds exposed to air have smaller veins and submerged caves have bigger veins and are as frequent as normal caves
