Look at it from the drivers point of view, they're pulled over, the cop takes their drivers license and insurance papers back to the cop car to run the checks on them and then... the cop takes off at high speed, leaving with your DL and insurance. What was the point of the first chase? The woman gave her ID to test drive, the VIN of the car is known... instead, they wrecked the car (the dealership must be so grateful!) and caused about half a million worth of collateral damage.

The cops probably did more property damage than it was worth, plus the risk of serious injury or fatality goes WAY up.
