I would take a frame from your strongest hive that has eggs and day old brood,if they don’t have a queen they can then make one . But you must get down to one box and start feeding and maybe take a frame honey dash nectar and pollen from a hive that has plenty to help them recover.
That flow hive has probably swarmed and you have a virgin queen. You need to reduce it to one box until it gets going again. There seems to be very little pollen so some pollen patties may encourage some brood laying.

Definitely swarmed the flow hive if your going to put a new queen in you need to put the feeder on the wall and reduce to 1 brood box they cant heat and keep 3 boxs warm go through the 2 brood boxs and all the best drawn frames with honey and food put in bottom box. You will not get any honey of that hive this season even if a good flow turns up put new in and leave in cage fill up there syrup and leave for a week. If she gets doesn't get killed keep the feed up for a month.
