So basically if your a venture you can understand him, hence why the monarch and Dermot can understand him. If your not related helper will send out sound waves to try and communicate hence Brock Samson.
In probably any other show or film, a robot holding off a crowd of people with a gun would probably just be seen as silly. But when you know the kind of hell that H.E.L.P.e.R has been through over the last several decades, it's actually makes a lot of sense, in a hilariously sad way.
