I have always found it interesting that Jion is reserved for Tang Soo Do masters, but in Shotokan is taught at the pre-black belt level.

I don't agree with that. Jion was originally a Shorei kata. Shorei katas emphasize power. Shorin katas emphasize light and fast movements. His execution looked pretty good, IMO.
