Are there any federal states that you would consider inappropriately placed? With the exception of Texas belonging in F tier, I think we're good 🤣

The Texan forts should be in addition to being able to train units.
Gonna say it. Justice for Indiana. With statehood used in that free age up it really isnt that slow. Think of the age up like a background thing while you do normal age 3 things.
The inspiring flag's hp and attack bonus is based on the unit's UPGRADED hp and attack, versus normal upgrades, which upgrade based on their base values. So 10% attack and 10% hp off of final values is really more like 20% off of base values. There's no comparison; flag is essential in either treaty or sup.
Honestly, the pilgrims are probably my favorite card. 3 vills and 3 hundred food. it always seems to come just in time right when the enemy is doing their first push.

I would love for you to still be able to train units from Texan Forts, they just que up something separate from the production que.
Or change to something like "Doubles the amount of Minutemen spawned and/or decreases unit train time at forts." The Alamo should be changed to "All units gain 50% attack but 50% less resist for 30 seconds when a Fort is destroyed by an enemy"
I don't even play Age 3 (I'm an Age 2 guy) but I like how they used the historical state flags instead of the modern ones when applicable (e.g. for California.)

Rhode Island. Don't know if I'd agree with C tier. Being able to get to trains, right away, for free? You're saving wood there and increasing speed of your trade site drops.
Well, unlike Portugal, Stagecoach still needs to be researched at with the same resources as usual. Maybe it could add extra LOS for buildings as a buff.

honestly think that being able to get train for free in age two is still kinda strong, you can easily get the resources back fast that you save on with other states. especially with ohio is a good synergy in my opinion
I always feel obligated to take Ohio and out of spite, never California.
I take California cause I like the backup of the revolt. I kinda hate US military units so I need a backup push lol

could u make a tier list about the civs?
If you go with Ohio age 4 and Texas age 5 you can get 5 forts in all. If each fort is 5 resources a second with all five forts that 25 resources a second. Think about that. Also late game your not really using forts to train units.
I love indiana, I use all the resources saved for building a defensive army

America really needs the regulars to get buffed. They just feel so vulnerable to cav age 2.
depending upon opponent civ I think you're sleeping on Delaware. Delaware is a great state for an age 3 timing push.

cows fatten just as you hit age 3. can pump out regulars.

7skirm vs Delaware regular card. will get 10 regulars at this point, something you should look at. was 8-1 with this strategy yesterday. although rank is only 400

Texan Forts and Florida Cowhunters are so bad, the devs need to go back to the drawing board and seriously rethink what those cards do.

The only natural american units that are any good are the Militia/Volunteers and the cheap gats. The nation was balanced around the flag boost and treaty it feels like, but with the super slow rate of changing where the flag goes, and treaty being a slugfest, its rough in supremacy.
Let's not use a music loop on 1 minute looping over and over, super annoying after a while.
