So even if you stretch an optical cable between New York and Hong Kong along a great circle line, a neutrino beam, traveling at almost the speed of light, that goes through the Earth would have at least a 7 millisecond advantage. In reality the advantage is even greater, because that surface signal will follow a longer route (not to mention that both optical signals in fiber and electrical signals in conductors usually travel significantly slower than light). These milliseconds matter in the case of high speed trading… and perhaps there are military applications as well, to be able to talk to a military unit halfway across the globe with a little less latency than a surface (or worse yet, satellite-based) communication system allows. That’s about the only military use that I can think of for neutrinos. Of course there is the idea that a sufficiently high flux of neutrinos can do tremendous destruction; this is how outer layers of a core-collapse supernova are heated explosively, absorbing a small percentage of the tremendous neutrino flux that arrives from the collapsing core. The basic difference is that neutrino is small single particle and neutron is large and made up of other particles and it is a nucleon.
