I think Marvus would be as nice to Xefros if Xefros just talked to him like a person. Joey talks to Marvus and he is friendly back. He helps her out and keeps his promise that Joey would go around the cars "unmolested". Seriously Marvus only met Joey that day and he went out of his way to keep her safe from the other highbloods. If Xefros treated Marvus the same as Joey and actually talked to him I really doubt he would have told Chahut to keep him as hostage. Because then Marvus would see him as friend like he does Joey.
I'm kinda suspicious that Chahut is mind controlling Marvus, he acts odd when she's around and I don't trust clown nun Plus, Marvus knows that Joey didn't kill anyone and was kinda expecting her to come up with a fake kill for purple. And the way he tries to get Chahut to cut out her shit on calling out Joey really makes me think Chahut is using her chucklevoodoos on him to some extent
I think it's more that he knows that the rest of the Purplebloods won't let anyone pass without bloodshed, so the game is to sate their blood lust by making Joey kill so they won't kill her and Xefros. The game conveniently forces Joey to go back without a time limit or anyone to watch her movements, allowing her time to fake her killings and return with evidence that none of them can verify, leaving it to Marvus to take it at face value. If you believe the theory that Marvus is secretly a limeblood (i.e. a caste that isn't even supposed to exist anymore), it would make sense that he wouldn't want to risk agitating the four other murder clowns, one of whom is clearly larger than him.
It's strongly implied Marvus knew Joey would find a way out of the situations she gets herself into [ Nobody important to the plot will die :O) ]. She even legit told him that she didn't actually kill the first two and he knew. The only one that she had no chance of tricking them was the last kill and Marvus took control of the situation himself (telling Jo to go get soda and then conveniently telling Baizli to go kill her right before letting Xefros go to save her). If anything, Chahut was suspicious of Marvus for letting the first two kills slide so easily even when she had her suspicions. Marvus genuinely likes Joey and wants her to live and get through the door, which is why he kept cutting Chahut off. He breaks the 4th wall a bit so he probably already knows what she is and what her goal is. The only thing that's not quite clear is why he made her play the game. Subjuggulators have to feed the wheel to pass because of tradition? He just wanted to have some entertainment? The game would make the other purplebloods like her and would somehow benefit Jo in the future? Who knows.
i think it's more intimidation than chucklevoodoos: chahut is BIG,STRONG and LOVES to kill. marvus likely knows very well that he can't stop her from killing his friends if he just let's just pass without "playing the game" so as a showman (that has faked killings,before),he trusted joey to handle faking her kills and he would handle pretending they were real to keep "our lady of bloodlust" happy and thus not killing his friends.

With purple bloods its very finicky to know what their motives are but we at the very least know that Marvus isn't actually out for blood
