That's a pretty cool setup for Rockets but what's the difference between using the logic and having delays on the rockets? Because you get the same result with delays also if someone destroys those logic blocks you lose the ability to stagger fire them. That's why a lot of people still use the delay mechanic.
That's also very usefull, for custom missle mod. Just hook flares an missles to it and you have single fire with one button. But if i may ask, where are you from? ( I'm german so just for interest?)

Delay Work with delay and this is instand fire. And of course, you don't have to use this, but every bit of knowledge makes you better than the rest.
