The problem I have with so many fighting games, and Dragonball games espceially, is this is attack attack attack. The anime has a whole lot of dodging and blocking. I'm not talking the after-image dodging which is featured. Just normal actual fast dodging and blocking. All we are watching, in so many fighting games, is two players attack each other. Barely any defensive mechanics featured to make it truly feel like the show.
This won't fix that problem for you fully, but Ultra Instinct Goku and Whis (maybe more characters but that's all I know for sure) have an auto dodge mechanic in this game. If you have some meter and don't touch anything those characters will automatically avoid attacks at the cost of draining the meter. I get what you're saying though, dodging really only seems to be a big thing in platform fighters.
All defensive options are available to use? It’s up the player? There is blocking, counters, counter attacks, grabs, minor dodging, speed dodging, auto barrage dodge counter….using your rush to dodge and create space. Attacking is also a defense btw and dragon ball z has copious amounts of punching stand offs. You’re talking becoming a super saiyan in real life, you couldn’t possibly count your ability to read every punch thrown, especially considering there can switch ups.
So,youve never played budokai tenkaichi then,the real issue is every single footage of sparking zero features people who dont actually know how to play the game.

You can transform mid match if you want or power down.
Nah I think certain characters don't transform. There are different variations of certain characters
