It’s most likely because freight elevators are usually maintained and modernized less than normal passenger elevators. Also, due to a lack of security within the usual locations of these elevators (service corridors in malls), allowing more vandalism to happen.

I tried the Dover trick on a hydraulic elevator once. It didn’t work unfortunately.
It probably had a Solid-State controller. This elevator is relay controlled
it probably needs to be a old dover
