I tried this on a picture of a pool that the customer wanted to look frozen, but it didn't really work, probably because in my case the colours are different and I am too amateur to know how to make it better fitting myself. But when I have free time, I want to try this on some pictures like a portrait or a hand like you, just to see it working out ^^

In Photoshop 2021 there is no "filter gallery"
I was thinking the same thing. I don't see an option for Artistic :(
If you prefer to view the artistic filters listed under Filter Gallery in the filter menu, choose Preferences > Plug-ins > Show All Filter Gallery Groups and Names from the Filter menu.
