I regard the man as one of the most incompetent person in government at the moment. He and the CS treasury are joined at the hip. Academically they are bright but they have allowed simping and sycophancy and in turn he has watered down his credibility. The proverb given by CT snuggly defines him.

On the contrary, Jimmy Wanjingi, despite lacking a degree, exhibits a superior command over economic intricacies. His lack of a PhD notwithstanding, his adeptness far surpasses Kiptoo's. This stark reality underscores Kiptoo's inadequacy for the role, contributing to the economic quagmire plaguing the nation.
