I'm from DC and back in the day my relatives from Baltimore used visit us and we used to be up for 2 days partying. We drifted apart after the older generation passed away.
I'm originally from SoVA but most of my family moved to DC back in the 50s and 60s so i have a lot of family here and long considered D.C. my second home. When i joined the military I met some great lifelong friends from Bmore so when I got here, I wanted to experience their city. Being from the rural VA we drove everywhere so when I moved here I landed in Severn so driving to either city was nothing to me. I cleaved to DC due to familial ties and familiarity, but it was nothing for me to drive from BMore, to visit family in East Bmore or to the harbor. I knew enough not to venture into parts unknown. It wasn't until I actually moved here that i realized that these two cities were so different. I agree with your entire break down. You breakdown sounds like almost everything I've always tried to explain to out of towners who don't understand the difference. I tell them D.C. and Baltimore are as different at NYC and LA. You are wrong about the tourist thing. It's a difference between out of towners and tourists. The tourist area is not in the DC hoods. We don't go anywhere near the national mall area. Now, in the hoods, if we see a person u don't belong, we pressing them, especially if they are trying to make money on the block.
This retired RN can attest to that hood protection. When I was doing home visits in some of the roughest hoods in DC the fellows and some ladies would yell out "here come grand-mommas nurse. Ya'll step back and let her thru" Thanks young people for looking out for me! But, I am born and raised in DC and felt right at home!
