Looks like they might have had a water leak under the deck or house, or maybe a crack in the decking that let rainwater thru that slowly washed out the ground underneath it. Extending the deck out to the edge was a mistake, with soil like that. It should have been left with the grass and bushes that seem to be holding the ground in other locations.
The vast majority of Homeowners Insurance policies do NOT cover damage loses that occur due to soil movement. Be it a sink hole, earthquake or mud side it is NOT covered by Homeowners Insurance policies, unless you pay higher premiums for such optional coverage.

It is very sad indeed that so many people in our population are silly and foolish enough to pay Big Bucks for homes like this one that are a disaster just waiting to happen. Even the people in this video who are seen standing on it and filming are dumb as stones, because it can collapse at any moment without any warning. The entire area is lined with expensive homes built along the cliffsides, occupied by people who never know went their homes are going to slide down over the edges with them inside of them sleeping.
Welcome to California 1st the current property owners are clueless to the causes of this 2nd the house was built by a Contractor start the blame with the city then the contractor I know this location very well I live not far from it city and residential contractors are always above the consumer today this home or any other home would not be built on this location regardless of money payed out
Next time..... sample the soil. It looks like it’s pumice, volcanic ash...... not even two million years old. Built on a rock solid foundation when you get your insurance money 💰. 🤓
