After choosing, "Take a Ride", whenever you spawn, drive straight and at the first intersection where you can cut across the odd circle cemetery thing, you can make it rain if you place Tanner on the "Yellowish" dot and press O on the controller. Maybe I need to practice a little with the free cam, but a reason of not having used it for this video is having a similar experience as in the original game on console or an emulator.

I did that some months ago, but didn't upload a video of it since the trick was already shown in another UA-cam video.
You can use F7 to toggle free cam. this doesn't have a distance limit like film director cam does.
