Anime Jiren isn't inconsistent at all. If we're talking about manga Jiren, then yes. He's a complete mess of a character and definitely not defined as being Superman. Manga Jiren: "I do not want to be responsible for the erasure of the universes. If there is trouble in U11, I will forfeit and go back." Also manga Jiren: literally doesn't lift a finger to help his teammates from getting KO'd (even though he's actively fighting, unlike his anime counterpart) and flat out lets Dyspo and Toppo get KO'd. Toyotaro introduced him as a true and virtuous hero and then he abruptly switched to selfish asshole who wants to revive his master because he wants approval. With anime Jiren, there's a chance he'd wish for all of the universes to be revived. With manga Jiren, there's not a single, microscopic chance of that happening.
This video is a master class on the shenanigans that Jiren can get away with if you play him well and learn to condition your enemies. The intro clip is a perfect example of that, as well as him walling out an entire Level 3 Sparking.
