For this question the correct answer is obviously "emigration", not migration as you say.... This is because the key word here is " Away " Which means "out migration" Or simply " Emigration " .... I don't know why do you believe it has to be migration!
Migration is just a neutral word for both incoming and outgoing... It is not correct here... NTA is correct
