If you are referring to Fallout Shelter Online, she is currently not available in the SEA version as of this time.

How do you get more dwellers?
Sometimes dwellers will show up at the front of your vault door, but I found that not happening very often, the most reliable way is after you unlock the medium difficulty, clear those dungeons a couple times which rewards you with posters for Normal dwellers.

Once you unlock the Shooting range, you will be able to do so :)

Yes, it was a special event (for the CN version) due to the release of Doom Eternal, he is in the game permanently which means you can actually either pull him out from a lunchbox or collect 80 posters :)
