Big stores could donate water and food before the hurricane arrives, because you can lose anyway as a result of the storm. Otherwise, a terrible waste.

There is a lot of merit in donating food and water before a major event or even offing at a much reduced price to help those less fortunate, but don't worry screw everyone you didn't stock your fault , maybe next time you will be prepared, hope it works out for you
