Russia uses prisoners, Chechens, mercenaries, foreign fighters and weapons from China, North Korea and Iran.. So that means Russia was using all the same options, except Ukraine was handcuffed by NATO until nearly three years later in regard to using weapons directly against Russian sites in Russia.
