Haven't watched all of this yet, but as of the recent One Punch Man chapters, Saitama has shown higher dimensional strength (way above universal) via casually catching a sword slash that came from a higher plane of existence. That feat alone puts him above all of Dragon Ball Z, but in terms of Super, yeah that's very debatable. We don't know Saitama's current limit, so he could be stronger but as of now he doesn't have anything that definitively puts him above Goku's strongest strength feats

The problem with trying to power scale Saitama is that we never saw him hit his limits of meaningfully physically struggle at any point We do however know he was able to stop a planet-destroying blast simply by punching it, and he did not even need to put is whole strength into it

Saitama threw what he called a serious punch, which he immediately confirmed wasn't him trying at all, that did the same thing. Thats lowballing him. 34:24 it's a technique, not a speed feat. He's not using his speed to go back in time, he's using a technique that garou taught him.
