Therefore your reading will be wrong. The sole purpose of this test is to make sure the grout ( cement mix) has the right water to cement radio, so it reaches the desired strength. Some test have and ultimate pull of 2000psi or more depending of the length of the hole. The more you pump on the hydraulic jack the more pressure is put on the anchor. They are using their measuring tapes to measure the moment of the anchor as it gets stressed. Usually we have dials that are placed on the metal plate in the front that gives us the readings like 0.010 in 100s of an inch
