  • Homeless campers off part of Marine Drive are racing to clear their belongings before the city removes them. PBOT crews on scene told KGW Tuesday that they were clearing camps that were on PBOT property and installing concrete blocks to deter more campers.

    You know, if they lived a clean lifestyle, we’re quiet and picked up after themselves, I’d be sympathetic. But these people are generally lazy, disrespectful, and slovenly. If the City gets tough with them, they’ll be forced to get clean and get on with their lives. Right now, we’re just aiding and abetting

      I have a friend who was homeless in Portland for about a year, after losing his driver's license. He got permission to park his truck in front of someone's house. He commuted to work with a bicycle, bought a flatbed trailer and BUILT a bedroom and workshop out of it. Never scattered garbage around, in fact he took care of the guy's property he was parked on because messiness bothered him. No drugs, no alcohol. And NO ONE spat more venom about Portland's so-called homeless than he did in that time. The way they lived was an absolute insult to an honest person who was actually working through hard times. Today he's got his license back, has a decent job, a Mustang, etc.
      There is such a difference between someone who's struggling, and someone who has decided to live with drugs and filth. We really shouldn't just call them both "homeless". The only thing they have in common is it's hard to mail them a letter.

      I get what ya’all are saying here. But let’s also consider what I’ve recently learned. A number of homeless on Portland’s streets came out of the foster care system. They never had a real family, got bounced around from a young age, and lived with some sketchy role models. They never got counseling, quite school and ended up unemployed and using drugs to escape the reality of their life. Aren’t we being just a tad unfair to judge these young people harshly? The system failed them completely.

      @@johnswanson6994 I agree that these people do need help. Once you're in the loop of drugs and homelessness it's basically impossible to get out on your own. But that's the problem - the city doesn't do anything to get them off the street, they just offer food and tents and immunity from crime. That kind of "help" encourages people to keep doing what they're doing. It's bad for us, and it's really for them. The resources should be dedicated to getting them off drugs and keeping them off, as well as mental health support and perhaps vocational training.

      @@CodyAMason No offense intended, but that's a nice fluffy statement. The fact remains these are addicts. They are a pariah to society. The laws and tools that control that behavior has been wiped out. "Together" we need to put them back in place so that people have accountability again. If we work together and hold our local and state government accountable for what is happening then maybe we can clean things up. None or most of these people will get back on track to being productive citizens unless someone forces them.

It’s like saying “we need to get all the people with diabetes to stop taking insulin” it’s not okay to discriminate against any other illness BUT! People want to act like they have a choice? You know how many people that have been DRUGED! And then was addicted? Or people where on there bottom luck and thought there was no other escape? If you truly think it’s as simple as “forcing them” you are so so wrong, we need to give them Counseling! And support! So they can CHOOSE to stop doing drugs and have the support team to do it.

      But if I’M the one that wants to live in a trailer, I have to pay a $900 lot space per month.
      These people aren’t special. I guess the only difference is that the words “because of my drug use” don’t apply to me. So I’m forced to live by different laws…and if I complain about it then I just get laughed at.

    As much as feel sorry for these people, it seems to me it’s their own fault. I have lived on the street many times, back in my day, the last thing you wanted was for anyone to know you were there. These people have huge RV’s, piles of trash, garbage thrown all over, needles everywhere. Leave a smaller footprint, be less conspicuous, clean up after yourself. Anything you can do to be less noticeable and less of a nuisance to those around you. Life isn’t easy, for you or those around you. Do what you can to help everyone and you will have fewer problems.

      Exactly!! When I was homeless (6 year stretch downtown Portland) just Got housed 3 years back ,that was my EXACT MINDSET EVEN STRUNG OUT ON METH AND HEROIN! I got in way less trouble with the cops and other homeless by leaving almost no footprint behind me. I was very clean and I didn't throw my fuckin needles etc on the ground!! Yeah alot of the homeless people out there are decent people being given a bad name by the actions of the rest of em!!!

      I hear you. I've been homeless in Portland for 3 years. I've never stayed in the same place twice in a row. Never left a scrap of trash. never had a single confrontation with a homeowner. Never been asked to leave or bothered by the cops. I wish I had a stable place to go. I've been running a business here for the whole time too, but now that I have a $3000 gas bill every month there isn't any hope of that. I can barely stay in business as it is.

    Portland is one of the cities that has the most resources for homeless people. How can they say there isnt resources. I have compassion for those that lost their jobs or got priced out.I am also sympathetic to those with mental illness but If you are on drugs thats on you to take advantage of the many resources portland has.

    I always find it strange that many of these people can afford illegal street drugs which are very expensive but for some reason they can't afford to rent an apartment or buy regular food or clothing ect.

      Bad or no credit, no bank account, living check to check and deposits equaling a month's rent...so you need easily 5k or more including utility deposits just to move in.... those kill renting an apartment

    There are those who want to live in campers...fine. then keep your stuff inside. Anything outside it can get tossed if it's parked on a city street. Period. Don't live dirty if you wanna live mobile.

I was in jail for a stop sign i didn't run in 2016, and all the druggies were getting taken into "drug rehab" @ 10000$ a pop (flat fee I guess) and would end up in jail a week or 2 later.. so.. either way, we're cash cows to our slave masters. Unrepresented tax slave from Ukraine out!

    You’ll never fix the “Homeless Problem” unless you address the “Drug Addiction Problem”. There’s PLENTY of jobs available for ANYONE willing to work. You don’t fix a problem by encouraging its growth. Progressive policies inherently encourage continued growth.

      There’s hardly any work in Portland. To competitive for an entry level job now a days for these people to work at. To many problematic coworkers to work with and very narcissist. Once you get in they will be antagonist and try to find anything to jeopardize your job. Same goes for most of the locals in this city who isn’t labeled as being homeless / substance abuse user/ mental disorder issues.

      It sounds like a lot of excuses. Most people in this country start with nothing. They work those menial jobs until they earn a promotion. Somehow, they manage to work and support themselves without being a drain on society. In fact, they contribute to society. There are free government programs available to assist those who are willing to work, and want to get off the street. And I know IT’S NOT EASY. It takes hard work, dedication, and sacrifice. Those free government programs are meant only to assist people in getting their life on track, not to provide everything you need (housing, food, income) for the rest of your life.
      We also need to stop calling those who are addicted to drugs or alchohol “homeless” simply because they’ve made a choice to live on the streets, rather than take advantage of the opportunities this country has to offer.
      There’s no doubt that they need help too, but they have to be willing to be helped. That’s what separates them from actual homeless people.

      Not a fan of big pharma but they didn’t creat a lot of the drug issues. Yes some people did get hooked because of opioid prescriptions but the majority did not.

Yes I know there are some natural pain relievers but they are not as strong as the chemical ones. There is a place and time for both natural medicine and pharmaceuticals.

    September 17, 2022 update. I was just through this area today, while quite a few cars and campers are gone I wouldn't say 33rd is "cleaned", and what large camps and homeless people have been kicked out, have merely moved back to Marine drive for the most part. Some of the areas cleared out on Marine back in early spring, a couple because they were on the edge of an area of water reclamation, are now becoming occupied again.
    Whatever plan the city has, is a total disaster.

    That one (right next to the prison) is the Gold Medal Winner for the worst of the worst, and if your car got jacked, it's Cat removed, and dumped, you're probably going to find it here before anywhere else.
    Weird thing is: The police drive through, watch them in the act in the middle of the night with headlamps on, and just drive on by.

    Finally after 7 years the city grew a backbone and is taking action. These folks are desperate and 90% are suffering from raging addiction and/or mental illness. The least compassionate thing we can do is abandon them to city streets where they are at high risk of violence and disease.
    If you get elected as a city leader. Lead!

    Moving camps from one location to another is not a solution. Demand action from local officials to permanently resolve this manufactured crisis. The problem is drug use, not campers.

    F of Parts A-F The homeless-shelters are powered and heated with butane and solar-panels, depending on how well the infrastructure held up, which are integrated into the construction of the *temporary* _homeless-shelters._ Which are a dry, clean place to sleep, and store their stuff. People from the city drive out to the homeless-communities to pick up food bank food; because that is where the food banks and free-ice machines are located.

    Portland just needs to bite the bullet and implement and enforce strict urban camping laws like other cities do. People who want to live this way are flocking to Portland form all over the country because they know they will get away with it here.

    As one who has been through that area several times, this was and is necessary. Much of the area is like a third-world war zone. Filth and squalor, some spots smelled like decay, rot. I wouldn’t be surprised if it’s on the edge of a cholera outbreak. If I were a city leader I’d seriously consider sending Hazmat teams in there as well.

      where are you gonna tow it? if it is impounded nobody will recover it. it cant be sold. I don't think it can be scrapped either. so nobody will accept responsibility for taking them because then they have to pay to dispose of it or get stuck with it forever.

The _Bathroom_ cost $35,000 and the _Services Office_ costs $9,000. So for only $81,000 a city can establish a *homeless village.* The 10'X10' *Camping Cube Sport Pop Up Tent* costs only $120 and provides protection from the elements.

    I work full-time never had drug problem or been arrested. I don't make enough and I am tired as hell being judged and treated like crap. The rents go up and up and the wages stay the same. When a retired school teacher lives in an RV there more than a drug problem, its called GREED! Stop fu÷=:cking judging!

    When are we gonna help our own? With rents being so astronomical, n minimum wage not covering the bare necessities of existence. What’s a person to do? I understand drugs are a problem, it’s a easy escape from the reality of life. Rather then work with em and create a solution, let’s just force them out. That’s easier then helping them out. How many who comment are a couple of paychecks to this?

    It's reminiscent of the summary of a documentary about the homeless in Vancouver BC. "It's not that hard to get the resources to get out of this situation. But if you get addicted to drugs, you'll end up here with us, and you'll never get out." If you take someone who isn't addicted to anything, and put them on the street with nothing, they'll get out of it. But if you take someone addicted to meth, give them a new car and a nice house with a garage and a white picket fence, they'll be back on 33rd in no time.
    Homelessness is a symptom. A symptom of different things to different people. But let's be real here, for most people it's a symptom of drug use.

    P *3 of 4* Those with income pay rent which is 10% of their net income to the homeless-village for their 2 person _Shelter 64;_ and 20% of their net income as rent for the 4 person _Shelter 100._ Their rent money goes to pay for: *childcare for working parents,* one free meal per day; in the community-room.

    Nope. I don’t feel bad. I was once a homeless, drug addicted POS. That was over a decade ago. It’s possible to get one’s life together. It’s up to them to do it for themselves. There are zero excuses. It’s hard as hell to to, but they CAN get it together.

    The sheer number of homeless has become so huge that the rest of us need relief! These periodic "sweeps" seem heartless, but they must be done to remove the accumulated "stuff" that attracts rats and disease. That's the unspoken truth.

    My daughter and I went out west to see the world track meet in Eugene; stayed in Portland to visit family who lives nearby and was shocked and appalled by the state of the city. It looks worse than LA and San Francisco… I was contemplating moving out west from upstate New York after my daughter goes away to college next year. If I leave New York it definitely not be for Portland

      @you seen it all in the movies Designated areas to post up with some basic ground rules. There are quite a few vacant lots around and even unoccupied large retail stores that could be utilized. While there access to some next steps or treatment could be available.

    Breaking down an encampment only create more encampments and the only people who do not realize that are left wonder why encampments eventually return, even bigger than before.

      In the past, they'd sweep camps as soon as they formed and thus campers had no choice but to learn to ONLy camp in secluded spots where they won't be hassled. That is how things worked for hundreds of years...its only the past 10 years that we've tolerated camping on sidewalks and public parks and thus the problem seems worse than it is....if they sweep them often enough, they won't come back.

    P The shelter village residents pay rent for their unit. The village pays for utility hook ups, one free meal a day, trash removal, and the staff's salaries; which should total only $260,000 a year. Where is it getting its "millions more to run" lie from?

So for only $201,000 [$120 tents] a city can establish and run a *Homeless Shelter Village* with 1000 shelters that can accommodate 2,000 people: 2 beds and belongings per 10'X10' tent.

    Bring back the work camps and asylums. Very few of these people are completely helpless, and the ones that are really do need the help. Many just need a little hope. It's not easy to get off the street especially if you're clean and sober. It took me years to get off the streets even living a separatist lifestyle. It would have been easier if I was younger and a junkie or an alcoholic. SO many programs and incentives for these types, but if you don't have mental issues or a substance abuse problem then there isn't really that much help from "society". It would have been much easier for me and a lot of other people if someone would have said nope, no homelessness for you! We have a job and a way back into society for you sir! Believe me I had to keep trying to find a job for a long time. It's sad, but 100% honesty isn't the best avenue if you're homeless and looking for work.
    A lot of these people make each other worse with their codependency on drugs and alcohol. It becomes their new social standing and they don't think beyond it. I have seen seemingly sane people go nuts after just a few months on the streets. I remember one bodybuilding health nut in particular that had a great attitude at first, but then got into meth, lost almost all his healthy weight and was murdered within a year. IMO so many of the problems caused by homelessness could be prevented if we would just bring back a little of the old draconian compassion. 🤷‍♂

    He needs to go to social services. They will find him housing that is safer for him. He can most likely try a rehab center. If he is working they might let him stay at work.

      @@immacolata1068 yes, there is an affordable housing crisis in very desirable areas. Go to a less attractive place such as Kansas, Arkansas, Michigan and speak with social services. Generally the work will be difficult and the wages poor but housing will be within range. Just keep at it. If you stay steady, sober, and honest, there will be a place to live and food to eat. This is not fun, nor fancy, but it is safer than living on the street. Face it, we can’t all live in Portland, Seattle, or LA! Only the Pelosi’s have that kind of cash!

    This is stupid.. deterring campers is the wrong way to go with the homeless problem....the state of Oregon is messed up....the decriminalization of hard drugs is one of problems...and the state of Oregon doesn't have health insurance.......and another reason people are on the streets is because of not having affordable housing for the poor...

    Low income housing program needs to be updated. Renters association has to reduce the rent 50% forever. Or they need to adopt program from South Korea and Japan. In $ 500 monthly renters have clean remodeled two bedroom apartment. Why is it so expensive across the country to run the humanity act.

    If Portland wants to cut down on the garbage... make it illegal to put "free piles" in front of homes.... If I was homeless and saw some cushions on a couch...I'd use them. Designate some lots where people can park "operational" RV's and Campers for "Nomads".

    It's can't be all carrot and no stick. If you offer people a shelter and support services not all will accept it. Some would RATHER sleep on the street, take drugs, do nothing with their lives and be a burden on everyone else. So this is what you do. You say we will help you but expect you to help yourselves as well. Build free housing on city land, make it safe, provide transportation, support services but have rules and standards. Now they have a place to go and it's free and they can get help. If they don't want to go there they can pay for their own shelter, or go to jail - Carrot and Stick.

    P *4 of 4* The homeless can simply move the tents they are using now into the homeless-village and the RVs are assigned a parking space. *Or the **_Shelter 100,_** provided by FEMA,* is a $9,500 shelter that is climate controlled, built in one hour, is 100 sq. ft., and uses a folding bunk system to house up to four beds. *_Pallet Shelter's_* private sleeping cabins offer *security* and durability. Which addresses the concerns of the homeless who reject the restrictions of “bed-only” homeless-shelters; for only one night.
