best time is anytime the rose has just finished blooming, however make sure you have at least 6 weeks of warm weather above 65 to allow the roots to form
with air layering it doesnt matter. As long as you are propagating a stem that is at least the size of a pencil you will be fine. Make sure you take your propagation about 1/4 to 1/2 inch below a good node. You wont have to place it in the shade. Many of my airlayering roses are in the direct sunlight. The bottle layering method is the cheapest method and works fine. It can however be a little tricky when its time to take it off which is why i love the Jiffy Peat Plug best. good luck my friend Let me know how it goes,, This is a really good time to propagate.
