Why is the speaker delegating his duties when it comes to this particular bill. Something seems not right.
I was asking myself the same question, we need an answer to that. If the speaker indeed wanted the bill to be past then he should stop delegating it and be present to help past it.
Because he knows he shouldn’t even entertain a bill that seeks to suppress the unalienable rights inherent by all persons.

Ghana's own is not yet a law until their president signs it.
Ghanaians should please endeavour to know much about what happens outside of Ghana before exhibiting ignorance.
Nigeria signed it's own bill INTO LAW IN 2012 UNDER THE GOODLUCK JONATHAN PRESIDENCY.
