True in regards to the above 250 mil part, although at that stage you will have 30+ research gain for mining research and lots of pol power for policies and leaders shown in the video. The reason you should select all cities is because the factories scale with population and it automatically constructs factories in order from highest pop cities. More factories in populated cities = more income. If you are SAU and don’t try to build as many civilians as for example, USSR, you will be fine. That works also! However, I did ignore safety at the start for extra output to sell more civs in a public server.
