Stone evolution pokemon losing their move sets upon evolving always felt kinda like the "Stanford marshmallow experiment" to me. "You can have your Ninetales now, or you can have it later when it has learned Fireblast, hmm? Doesn't that sound nice?"
Ninetales suffers form being a stone evo pre gen 4 ,and it can't have an acess to it level up moveset, which is pretty good especially for a pokemon like Ninetales that need that stab option to attack. It's flash fire ability is really good for Flannery ,but other than that,it didn't really do that well for it. I think that Ninetales would benefit a lot from it's egg move hypnosis,for Tate and Liza. 🤔 Maybe it could have smooth up the early game for it by a bit.
I thought ninetails could learn solarbeam which can be good for wallace and would have made the fight against him easier but that was not the case, hypnosis could be good since it buys a few turns and for sure would have made the run easier
@Kronaast I would do the same mistake too, because almost any fire type could pull it off ever since gen 2.🤔 But I guess that Ninetales was meant to be more like a ghost fire type because it gets a lot of ghost moves in later gens too ,in order to make it have more of an ominous vibe, well,that's my theory.
