Trumps tariffs/sanctions has had severe damage to the value of the American dollar. These tariffs caused problems to countries making them vulnerable and dependent on US dollar-the BRICS Summit is this week, and the countries involved with BRICS are working together to further devalue the dollar, by joining together to not be dependent on us, making themselves vulnerable to us-

Second when it comes to battle we farrrrr outmatch any other single country. Our navy is far bigger and advanced than any other navy. Our men are far better trained. On and on. They're still ahead of NK in terms of technology - giving the schematics and consultants would allow NK to make better arms they then send to Russia.
Or (in the stupidest possible case, thus the one Putin might do anyways) nuclear delivery technology to make them a larger threat to the US, hoping that would cause the US to panic and stop supporting Ukraine so Russia can win somehow.
Reality is too much arms to NK might result in the US terming it too erratic and wrecking it, which means China has to either stand by (and lose their rabid attack dog) or officially declare war and support NK against the US, which is why we're so close to a new World War.
Key thing for Russia is arming NK too much *might* result in losing them as an ally, and China and Russia are already on rocky terms lately, so a stronger NK is a stronger China, who has (in this scenario) benefit of nicer Russian tech and is a more stable ally, so why keep Russia around?
