The "no cull" rule is tricky. Essentially, each licensed angler can keep 6 keepers in their possession (MDC rules). Once they put that 6th fish in the livewell, they are done fishing for the day. The "doesn't make sense" part is, when you get back to weigh in, you keep your best "team 5" (or whatever a tourney limit is) and release the rest. I believe the rule is in place to keep anglers from putting fish in the livewell and swapping out all day long, assuming they catch enough keepers to essentially "cull". Once a fish goes in the livewell, it's yours for the day, or until weigh in. Clear as mud? 😉
