Thanks a lot for asking an interesting question. To my experience tap water at ambient temperature is always provided and everything goes well even in cold seasons. I believe in no requirement for warming the water irrespective of coldness. However, the situation at extremely cold areas where I have not managed plants so far can be different. Whilst I would not prefer, I am wondering if the water warmed only at ambient temperature can be given.

@@japaneseplantmeisterzen8297 Melbourne doesn’t get too cold in winter, averages 10 deg Celsius but water from the rainwater tank feels icy. I have been warming it so it feels lukewarm but really wonder if it is necessary.

I have just used the tap water without warming and my plants have been well-managed so far. However, it is difficult with clearly addressing your question because I do not exactly know the condition of your plants. If you are concerned that the rainwater tank is chilling, you can leave it at home overnight, and provide the water at room temperature with your plant in the morning on the day after. Thanks.
