Maybe start with the board in the pool. It will be easier to start the side plane and you won’t have to worry about hitting the edge of the pool with your board! I understand it won’t be a “one step drop” but it might work better for a pool. Just a suggestion :)
I went to a surf shop today looking for a skimboard only to realize I'm too fat and no board where fit for my weight according to the manufacturer charts... But I'm currently losing weight so soon I'll have a skimboard
Rocker is actually not as useful as you might think on a skimboard. The flatter the better basically. The only reason skimboards have rocker in the first place is to stop it from nose diving and sinking

If it’s wood, then that explains it. Use fiberglass or carbon fiber.
