I fill Creeper holes with cobblestone and cover the top with dirt.
Cobblestone can be generated infinitely, and I am stingy about losing dirt blocks.
What about wandering trader he sells mulch which you can turn it into dirt
Turns out wandering traders sell rooted dirt which can be turned into mud and then regular dirt sand can also be sold by the wandering traders
You can bonemeal moss to turn the surrounding stone to moss then plant a large spruce tree on a 13x13 moss square to turn the moss to podzol (dirt)
Around a stack of dirt per tree

As I said when 1.10 was new, I refer to furnace cart as the "mobile obsidian"
The mob votes problem would be solved with two simple steps: Step 1 announce that past vote mobs can get a second another chance if they receive enough votes step 2 spend more than a minute on the voted in mob

I fill the holes with breaking the blocks under the holes and use them to fill the hole
