As a Dominican I can tell that yes in my country they always put the prices more high just for any people that isn’t from there but the areas that are for tourist are very protected so is very strange if someone asked you is you want drugs or something but it’s not recommended to do go out without someone from the country because they will steal from you and make you pay in high prices
