Facility Director is only good for power, anything else is just not worth it.

I'd say probably thing because it gives you a lot more weapons, power and roplay. But if you don't ever play facility or roplay probably warlord.

Id recommend to get council because it does everything a warlord can do but change alert levels and better guns in my opinion but rebel is bad because it does less than council for the same price
