Interesting approach, but judging by the lack of foaming and by how the water beads up, no surfactant was used. Surfactants are essential for good wetting and to keep the fibers suspended. I saw FoamShield as a commercial approach, and some water-glue mixtures to assist in handling, but even shower gel or dish soap should already bring a great improvement over pure water.
