What I notice is that some Jamaicans believe that some level of non-violent law-breaking should be tolerated, and the law should focus on violent criminals. Regulating the bikes would save lives and that's the most important thing, an the noise and safety problems would be a part of the regulation. Each bike should have a license plates and drivers should be trained on how to ride them and learn the rules of the road. Helmets should be mandatory and the riders will have ride in a responsible manner, same as driving a car. The government could subsidize some of the fees that could be a hardship on the poor who use these bikes, and that could act as an incentive for them to register the bikes. Even with all of that, there are those who will never abide by regulations, because they feel that violent crime is the problem and riding a bike is harmless.

A thought question, this is a poor man's car, removing the bafflers from these bikes' mufflers creates more noise yet gives the bikes a better performance, Full licensing, and insurance with headgear can prevent deaths, The criminal part of these bikes is a bigger problem to control , Thousands a month enter the Country from China without regulation, The only way to regulate these bikes, limit the quantity imported per year, again you seem to be hitting the areas of problems affecting the country , Great Job

This is a massive crock of shit. Motor bikes are already subject to all of these laws and have been for decades, so it's simply a matter of enforcement. A noise decibel meter is a cheap gadget and a reasonable restriction could be set. Bikes have always needed displayed plates in Jamaica and a simple policy of confiscation in the absence of one should be the norm. There. Problem solved.

In Korea no one is allowed to have a car. They have to use the public transportation or bicycles....only government members are allowed to have cars
