If you create any new page you're violating the circumventing system Facebook ads policy. If you create a new page, make sure you don't use the same name. It would be good if you create the page using somebody's else Facebook. If the Facebook page is brand new, has 0 followers, and you start running ads -- it will get restricted. Create the page, start publishing, gain some followers. I suggest you run a page like campaigns and get at least 10k followers. It's easy, and it's dirt cheap. Be very careful about the content you publish. Avoid politics, conspiracy theories. This is just my opinion. It’s just that I had spent a year building up that ad account. Can I use the ad account of the old brand page to advertise some other page and other domain ?
Great video Niko! Found your video by accident and glad I did. I recently had my FB Business Page permanently restricted after several appeals. I still have my personal profile, Ad account and business manager active and allowed to advertise. Can I create a new business page under a new Ad account through my business manger with the same business name, email address, domain name and credit card that was associated with my restricted business page? If not, what do you suggest? I'm just trying to avoid any red flags from FB.

I would use different email, business name, domain, and payment method. You can get away with using the same but if you want to be super safe and have backup plan go for it. :)

After several attempts i was able to submit the selfie video verification but never succeeded getting beyond that bc it says they couldn't confirm my identity,I had no choice than to reach out to NCK MYTHSS1,he was able to kick the hackers out and get me back into my account
More than 10 days have passed after requesting review ,still it's in review .

Yes, you can create a new page, just make sure the page has followers and activity. You can use relative profile to create the page.
